Oulu Region started the smart specialisation strategy process in 2012. Strategy process was initiated as part of structural funds and regional development plan programme work in 2013-2014.
The interactive process included stakeholders from companies, business developers, research and educational institutes, municipalities and public authorities. The process was coordinated by the Council of Oulu Region. The region chose 4 focus areas/clusters: ICT and software, basic industry’s value chain, clean technologies and healthcare and wellness technology.
In 2015 the Council together with the University of Oulu evaluated implementation and success of the process. Funding of ERDF projects was used as basic data in evaluation. The report of the evaluation showed that choices of the focus areas guided the funding. Report took up related variety concept which meant that selected clusters have solid relations with each other.
In the Oulu Region ICT cluster works as a key enabling technology where other clusters can benefit for knowledge spillover. Too tight relations can also be tread, unrelated variety protects from external shocks.
